Policy Whitepaper
The group felt that it is important that the ground rules (principles)are established early for a stable and open environment.
Assurance re Longterm Viability: One of the reasons is to give comfort to the stakeholders, in particular consumers of the data (startup businesses, industry, agencies, etc) that the proverbial rug won't be pulled out from underneath them. For instance, a data source on which a new commercial enterprise has been established is not suddenly modified or worse withdrawn entirely by the data provider.
Presumption of Openness: Due to a percieved culture of risk aversion in the pblic sector and of protecting ideas rather than collaborating with industry, Engagement of all stakeholders is proactively pursued so that an open and collaborative ecosystem is established.
To that end, a policy document covering the following topics amongst others needs to be developed.
Standards
Consistency in the presentation and collection of data. This is to be dealt with by the Standards WG.
Commercial Constructs
A licensing model which sets out how consumers of the data are to be charged (free, freemium, minimum fees, full economic costs, revenue sharing), under what conditions they may reuse the data whether for research or commercial gain., Also, need to consider how industry contribution in terms of access to it's data sources is recognized and potentially rewarded. Examples of such data publishers could be the telecom operators & carriers, and other utilities such as electricity, gas, water; the media and transport operators. To get the ball rolling, aggregated data in terms of Ireland Inc. would be published.
Licensing Model
A licensing model which sets out how consumers of the data are to be charged (free, freemium, minimum fees, full economic costs, revenue sharing), under what conditions they may reuse the data whether for research or commercial gain. It was noted that ideally the data is free, so as to stimulate innovation among SME.

Datacharter
The group identified the need to ensure that where the state has outsourced a particular business process/system, the data ownership is clearly vested in the state and that well defined mechanism exist to enable publication of the association data in-line with agreed standards. Also, a well defined mechanism to implement changes to the publication of the data (format, currency/granularity, amount of historical data, additional fields, etc) needs to be established such that changes can be implemented quickly and at reasonable costs.
Supporting Ecosystem
The potential exists for the state to provide specific supports through the agencies, industry associations and educational institutions. Time bounded with specific 'return to the economy' goals and societal benefits should be identified. This is important in order to establish the connection between specific initiatives and these desired outcomes. Also private enterprise should be encouraged to establish purpose built co-working spaces that are niched. Examples include the TechHub in the UK.
Service Level Agreement
The consumers of the data need to have a consistent and predictable experience in terms of the support they can expect where issues are identified with the availability of the data or with the data itself. Escalation mechanisms established with response times based on severity.
New Enterprise Models
Open Data is the raw material for a new ecosystem. If we get this right, it will encourage the establishment of new and as of yet undreamed of industries and business models. TechHub was discussed as an example of an environment that could facilitate the creation of these new enterprises in a community space reflecting the vibrancy and global outlook of the technology scene. Infrastucture
This only further reinforces the need to ensure that the infrastructure (network) is continuously enhanced to support these new business models that will arise from an Open Data initiative.
Ecosystem
To maintain the momentum, the group identified the need for Champions in the public sector with visible support from government and the political bodies. However, champions will also need to be identified in the various stakeholders listed below.
MNCs
Through our industrial policy, Ireland has successfully attracted a significant proportion of the top ICT, Finance and Life Sciences. These corporations, with their resources, experiences and connections in other jurisdictions can help stimulate a successful Open data ecosystem in this country. Ideally, the MNCs should be encouraged to work with SMEs based here to accelerate the innovation that will take place. Open Innovation + Open Data!

Promote multi-jurisdiction initiatives
Roundtables with other Jurisdictions. Will (hopefully) give rise to consistent interpretation of Data Privacy/Data Protection legislation across EU. Also will encourage the same data to be made available across jurisdiction and thus help fledgling enterprises to scale and establish new industries or business models.
Legitimize OD
Because of the nature of some of the early initiatives todate, we need to ensure that OD is not a developer/hacker only activity. That legitimate enterprise with real economic and societal benefits can arise.

Examples: Allow consumer/industry access to utilities (water, electricity, gas) usage data so that they can reduce costs.
